On behalf of a key commercial client, Job Connect Limited is seeking an experienced, versatile, and results-driven Human Resource Officer. This dynamic role integrates core HR operational management with commercial business development and bid management functions to drive institutional growth.
Role Overview & Scope
The Human Resource Officer will be responsible for driving business growth through the identification of new opportunities, management of client relations, preparation of bids, and strengthening strategic partnerships. Concurrently, the role oversees full-spectrum HR operations, employee relations, talent acquisition, performance management, compliance, and organizational culture.
Key Responsibilities
1. Strategic Planning & HR Operations
- Align HR strategies with overarching business objectives and support organizational growth and transformation initiatives.
- Prepare, manage, and monitor departmental budgets.
- Collaborate with Management Representatives to continually enhance and implement the quality management system.
2. Business Development & Bid Management
- Identify new commercial opportunities from media, newspapers, and procurement websites.
- Review, prepare, and manage Technical and Financial Proposals (bids).
- Attend pre-bid meetings, update company profiles/data sheets, maintain client relations, and follow up on submitted proposals.
- Assist in updating and maintaining the official company website.
3. Recruitment & Talent Acquisition
- Review and shortlist job candidates based on strict operational requirements.
- Coordinate, schedule, and lead candidate interviews with relevant panel stakeholders.
- Maintain comprehensive recruitment records to ensure the timely closure of vacant positions.
4. Performance Management
- Coordinate and execute staff performance appraisal cycles and provide constructive feedback on appraisal outcomes.
- Identify employee strengths, performance gaps, and training/development requirements.
- Maintain accurate performance appraisal records and tracking reports.
5. Employee Relations & Organizational Culture
- Address employee concerns, manage grievances, and resolve workplace conflicts.
- Promote organizational values, positive culture, and open communication between management and staff.
- Design and execute initiatives to enhance employee engagement, morale, and retention.
6. Compliance & Risk Management
- Ensure strict adherence to national labor laws, statutory requirements, and internal corporate policies.
- Develop, review, and enforce comprehensive HR policies and operational procedures.
- Identify and mitigate potential HR-related and operational compliance risks.
Key Required Qualifications & Competencies
- Education: Bachelor’s Degree in Business Administration, Human Resource Management, or a closely related field.
- Professional Experience: Minimum of five (5) years’ proven experience in HR management, with demonstrated experience in bid preparation and proposal management.
- Technical Skills: Strong proficiency in bid compilation, HR software systems, conflict resolution, and quality management frameworks.

- Exceptional leadership, organizational, and time-management skills.
- Highly organized multi-tasker capable of thriving in a fast-paced environment.
- Excellent written and verbal communication abilities.
