JOB PURPOSE

To plan, develop terminals and provide technical and functional leadership to terminal teams, oversees safe and efficient operations of both unoc-owned and third-party contracted terminals, and drives the development and acquisition of strategic terminal infrastructure through viable business cases.

ESSENTIAL DUTIES

  • Develop long term strategies for the establishment and development/acquisition and operations of Petroleum Products Terminals/Depot in Uganda and chosen forward markets.
  • Identify and coordinate regional and local logistics processes for linkage with the developed/acquired terminals/depots to support the distribution of petroleum products to the chosen markets in liaison with the Downstream Trading Unit and relevant stakeholders.
  • Establish and ensure that terminals/depot operational systems and processes are safely set up or developed, in collaboration with the relevant internal support functions and compliance with relevant standards and regulations.
  • Guide the execution of appropriate market and terminals development studies and surveys to inform the required review or enhancing the capacities of existing operated terminals and development/acquisition of additional terminals to support the implementation of approved petroleum products businesses.
  • Lead the preparation of competitive costing and budgets for terminals development and operations for the marketable service provision to facilitate the efficient handling and storage of Petroleum Products.
  • Lead the identification, sourcing, and securing of strategic business partners for the development of new terminals and enhancing the operational efficiency of operated terminals.
  • Lead the provision of technical input to support the negotiations with potential business partners and funding institutions as well as for routine updates on project implementations to the shareholders, enabling legislators, and other key stakeholders in relation to terminals operations.
  • Lead the development of concepts and technical plans for stakeholder engagements to set up all the requisite infrastructure to enhance the optimal utilization of existing terminals and inform the development of new terminals to position UNOC as an efficient service provider in the handling of Petroleum Products.
  • Develop technical briefs and papers on Terminals Development and Operations for use in engaging with political and enabling stakeholders to secure buy-in, required support, and to demonstrate compliance with related regulations and laws.
  • Lead the development of the Strategic Stockholding plan for petroleum products in compliance with the regulatory requirements and supply continuity commitments made to the relevant stakeholders in liaison with the Downstream Trading Unit.
  • Spearhead the development, implementation, and update of the Terminals Development and Operations Annual Stakeholder Engagement Plan to secure required outcomes to support the sustainable business operations.
  • Spearhead the compliance with relevant standards in the development of terminals and development of standards, processes, and SOPs for terminals operations, and follow up the implementation by the responsible managers in liaison with and support of the Technical Services Unit.
  • Develop and promote a culture of reliability and efficiency in servicing clients’ product loading and offloading operations against service level commitments made.
  • Lead the development, update, and supervise the implementation of strategic stocks management guidelines and procedures in collaboration with other teams to support the implementation of security of supplies commitments facilitated by the Government.
  • Oversee the development and implementation of best practices in relation to the HSE processes and procedures for the terminal’s operations in collaboration with other teams and stakeholders.
  • Lead the development and implementation of the terminals development and operations risk identification and mitigations to safeguard the objectives of the business.
  • Oversee the development and implementation of Petroleum Products quality assurance in all operations related to the storage, handling, and distribution of the Petroleum Products to the OMCs.
  • Define competency requirements for the Terminals Development and Operations Team and support the Human Resource Department with the review of the appropriate structure to implement the business.
  • Undertake any other duties and responsibilities as may be assigned from time to time by the supervisor(s).

Qualifications & Experience

  • Master’s degree in Civil, Mechanical, Pipeline or Process Engineering, Business Administration or other related fields.
  • Bachelor’s Degree (Hons) in Civil, Mechanical, Chemical Engineering, Automotive and Power Engineering, Process Engineering or any other related Engineering discipline.
  • A minimum of ten (10) years relevant working experience preferably in Oil & Gas operations, infrastructure design, development, and operations, five (5) years of which should have been attained at a Managerial/Supervisory level.
  • Must be a Professional Member of an accredited engineering body.
  • Post graduate training in Business Management or Project Management is an added advantage.
  • Certification in Quality Control and/or Quality Management Systems is an added advantage.
